I've been to Ho Chi Minh city twice and I have to say that although it is poor, and somewhat dirty in places the people are some of the nicest in the world and the food is incredible. Ever had Pho? Pho is vietnamese noodle soup, a dietary staple. There are Pho restaurants on every corner (literally), and it is often served for breakfast.

Just be sure that when you order it you ask for Pho (pronounced "fuh", and you say it as if you are asking a question). If you don't say it as if you are asking a question you are actually saying a different vietnamese word...but I am not going to tell you what it is .
